The Trust has always offered a variety of health and prescription drug plans at different prices to fit the needs of employers and employees. For example: health deductibles can range from $100 to $10,000. What are your needs?
We're competitive!
Don't believe the political hype. Wisconsin’s health insurance industry is highly competitive. Employers solicit bids, just like school districts have done for years. And like most health insurers, the Trust gains and loses business all the time. For the Marshfield School District, the Trust provided some big savings. For the 4th straight year in a row, the Trust has delivered single-digit base rate increases. Now that's something you can base a budget on.
Not-for-Profit
The Trust is an independent, not-for-profit insurance company that is regulated and overseen by the State of Wisconsin Office of the Commissioner of Insurance (OCI). Our commitment is to you, not stockholders.
Premium dollar$ = Benefit dollar$
The Trust returns 93¢ of every premium dollar collected in the form of benefits to our members. Many commercial insurers return only 80¢ to 85¢ of every dollar in the form of benefits.
Independent Wisconsin business
Wisconsin-created and Wisconsin-located. We employ Wisconsin residents who contribute to the tax base and build our communities. We are not owned by any organization. It would be unethical & illegal for the Trust to transfer funds to union leadership or others for political purposes. We do not do it.

Financially sound
And we are here to stay. The Wisconsin Office of the Commissioner of Insurance (OCI) sets reserve requirements for insurance companies operating in Wisconsin. We exceed those requirements. Our financial statements are audited annually by an independent firm and filed with OCI.
Schools choose carriers
School boards choose carriers. The Trust provides health insurance benefits to approximately 30% of public school employees in Wisconsin. Some of the largest school districts in Wisconsin are self-insured or purchase from companies other than us.
Tier One State Health Plan option
School Districts can also choose the State Group Health Insurance Program (state health plan)—and the Trust is a Tier One option there. Currently, we are a state plan provider in 49 counties.
The Trust was chosen by the Wisconsin Group Insurance Board in 2010 as a Tier One option, the lowest cost tier. In order to be placed in Tier One in the state plan, the Trust must be extremely competitive. And our pricing is comparable to what the Trust charges school districts.

The Trust Health Plan has received the #1 customer satisfaction score in the state for 3 straight years. The Trust was also rated among the top 1% of all health plans in the nation by the Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey in 2008, 2009, and 2010.
