As a state and a nation, we face a health care cost crisis. While most responses to this crisis involve shifting a greater share of the costs to employees, the Trust sees the need to change the underlying problems behind the cost crisis.
We are proposing four reform measures that, combined, would have a profound impact on the problem. We call these reform measures The New Wisconsin Idea.
