The Trust is charged with designing and maintaining benefit plans that are responsive to the needs of school employees, that are compatible with the collective bargaining philosophy and dynamics, and that are faithful to the fiduciary relationship between the union and its members.

The Trust is a not-for-profit corporation that is dedicated to helping public school employees find ways to address the health care cost crisis while providing them comprehensive health care at a reasonable price.

Background

The Wisconsin Education Association Council (WEAC) created the WEA Trust in 1970 to provide insurance and benefit plans for public school employees and their families. The first offerings were health, life, and disability plans.

In 1972, the Trust expanded the types of coverage by offering automobile, homeowners, and other casualty insurance plans. In 1976, the Trust began to offer long term disability insurance. In 1978 the Trust created the tax-sheltered annuity program.

Today the Trust is Wisconsin’s second largest health insurer with approximately 500 employees and serves over 200,000 Wisconsin public school employees and their families.

The Trust has a history of expressing its commitment to members through deeds.

WEA Trust Firsts:

The Trust was the first in the state to offer a disability plan that replaces 90% of a disabled employee's income.

The Trust was the first to scientifically research and prove that individuals who have timely access to medical information can make informed, cost-effective health care decisions. The study earned us the prestigious C. Everett Koop National Health Award in 1995.

The Trust was the first insurer in Wisconsin to cover transplants as a standard benefit.

And:

The Trust health plan covered psychiatric and chiropractic services long before the law required insurance companies to offer such benefits.

The Trust has made long term care protection affordable by offering a true group plan.

The WEA TSA Trust holds more than $1.5 billion in participant assets in our tax-sheltered annuity program.

The Trust created Partners in Health (PIH), a unique program designed to educate members to be better consumers of health care.

The Trust has the fewest number of complaints filed with the Office of the Commissioner of Insurance (OCI) compared with other insurers who serve public school employees.
